Frehsee and the project’s architect, Scott Bowers of Bowers + Associates, recently requested a one-year site plan extension for the development.
The reason: the planned roundabout at the adjacent State and Ellsworth intersection.
“The developer does not want the future (State Street Marketplace) tenants to try and endure the construction of the roundabout at State Street and Ellsworth, combined with the current economic climate,” Bowers wrote in the site plan extension application.
According to township documents, Frehsee intends to time the construction of the development with the roundabout construction.
The roundabout, along with several other road improvement projects, is being built to handle the increase in traffic resulting from the new Costco warehouse store. Construction for the roundabout is expected to start in spring 2013 and be completed by the fall.
Frehsee told AnnArbor.com in June that he intends to move forward with the State Street Marketplace development when the time is right.
He said improving economic factors, combined with the opening of Costco, could have a positive impact on his center.
The project includes a 5,000-square-foot free-standing outlot building. Frehsee said the center would have a sit-down restaurant, carryout food and convenience-oriented retail.
Frehsee received approval from the Pittsfield Township Planning Commission in Oct. 2010 and was granted a one-year site plan extension in Oct. 2011.
